In 1919, Wichita Falls was a North Texas railroad and cattle town on the edge of an oil boom, and the Burk-Waggoner district took its name from two of the ranching families whose fortunes shaped the region. The Burk Burnett and Waggoner ranches had long grazed the open plains of Wichita County, and their money helped build the banks, offices, and houses that filled these blocks. Oil strikes in the surrounding county, including the Burkburnett field discovered in 1918, drew wildcatters, drillers, and supply merchants into the city, pushing up land prices and crowding the streets with wagons, automobiles, and new arrivals. Residents of that day would have known the district as the civic and commercial heart of a town growing faster than its sidewalks and utilities could keep pace.
