The Salt River Valley in 1913 was a patchwork of irrigated fields around Phoenix, made possible by Roosevelt Dam, completed in 1911 on the Salt River and named for President Theodore Roosevelt. Arizona had become the 48th state only the previous year, in February 1912, and Phoenix, the territorial capital since 1889, now served as the capital of the new state. Alfalfa, grain, citrus, and dairy herds filled the valley's farms, and the Salt River Valley Water Users' Association managed the canal water that turned desert land into cropland. Phoenix itself was a small city of roughly 11,000 residents, and its growth depended on the railroad that carried valley produce to markets farther east.
