In 1913, Imperial Valley was a young irrigated farming district in the far southeast corner of California, made productive only in the past decade by water carried from the Colorado River through the Imperial Canal. The river broke through its intake works in 1905 and 1906, flooding the canals and forming the Salton Sea before Southern Pacific crews closed the breach in 1907. That same year Imperial County was split off from San Diego County, and El Centro was emerging as its seat. Farmers shipped alfalfa, barley, and cantaloupes out by rail, and the Imperial Irrigation District had been organized in 1911 to manage the water supply. Settlers knew the valley as a desert turned into farmland, though one that depended heavily on a river that could still turn against them.
