Hetch Hetchy Valley, in the Sierra Nevada of Tuolumne County, California, was in 1911 at the center of a fierce national dispute. San Francisco had lost much of its water and power infrastructure in the 1906 earthquake and fire, and city engineers wanted to dam the Tuolumne River and flood the valley to create a reservoir. The valley lay inside Yosemite National Park, a glacier-carved floor of meadows and granite walls much like Yosemite Valley, and conservationists led by John Muir and the Sierra Club argued it should be left unspoiled. Congress would not settle the matter until the Raker Act passed in 1913, so when this view was made the valley was still standing as it had for centuries. Many Californians of the day already knew its name as a wild place that might soon disappear under water.
