Imperial, in California's Imperial Valley, was a young farm town and the county seat of Imperial County, which had been split from San Diego County in 1907. The valley's economy rested on irrigated land fed by canals drawn from the Colorado River, and alfalfa and cantaloupes were shipped out by rail on Southern Pacific lines. Only a few years earlier, from 1905 to 1907, the river had broken through its diversion works and poured into the Salton Sink, damaging canals and farmland and forcing engineers to close the breach. Residents in 1913 would have known Imperial as a place of irrigation districts, land promotion, and the hope that desert soil could feed a growing state.
