Brawley, in California's Imperial Valley, was a young railroad town in 1913, grown up around a Southern Pacific station on land irrigated only about a decade earlier. Its economy rested on farming, with alfalfa, cotton, and vegetables shipped out by rail. Valley residents remembered the 1906 flood, when the Colorado River broke through its canal headgates and poured into the Salton Sink until the railroad closed the break in 1907. Brawley had incorporated only a few years before, and its residents were busy building schools, churches, and business blocks. Across the border, the Mexican Revolution kept valley towns watching events in Mexicali.
