Richmond, California, in 1913 was a young industrial town on San Francisco Bay, shaped by the Santa Fe Railway, which had made it a terminus and shipping point in the years after 1900. The Pacific Coast Borax Company and the Stege Sanitary Company's earlier presence had already given the waterfront a manufacturing character, and the town was growing quickly as its population climbed past several thousand. Richmond incorporated as a city in 1905, so by 1913 its civic life was still taking shape, with local leaders debating streets, water, and the expansion of its wharves. Residents would have known the place as a rail and bay-front community set against the hills, a working town rather than a resort.
