Bishop, in Inyo County, California, was a farming and ranching town in the Owens Valley in 1911. Its fields depended on water from the Owens River and the creeks running down from the Sierra Nevada, and alfalfa, orchards, and cattle formed the basis of local income. That year the Los Angeles Aqueduct was under construction to carry Owens Valley water south to the rapidly growing city of Los Angeles, and the project brought surveyors, laborers, and engineers into the valley. Many residents already sensed that water they had long relied on was being diverted to another city, a grievance that would grow into the Owens Valley water controversy. For most townspeople, the valley was still a quiet agricultural community set between the Sierra Nevada and the White Mountains, though the aqueduct would soon reshape its future.
