Owens Lake, in Inyo County, California, was still a broad shallow lake in 1911, though its level had begun to drop. That year the Los Angeles Aqueduct was under construction, with William Mulholland's engineers carrying water from the Owens River Valley roughly 230 miles south to the growing city of Los Angeles. Valley residents, whose towns such as Lone Pine, Independence, and Big Pine depended on irrigated fields, orchards, and cattle ranges, watched the project with mixed hope and unease. The Carson and Colorado Railroad, which served the mining and salt works around the lake's edges, carried ore and supplies through the valley. Within about a decade the diversion would leave much of the lakebed dry, a change that reshaped the valley's economy and its relationship with the city to the south.
