Fort Madison, Iowa, in 1907 was a river town in Lee County on the Mississippi, named for the U.S. Army post built on that bluff in 1808. By then its economy rested on the river trade, the railroad lines that crossed the Mississippi there, and the state penitentiary, which had been established in town and gave Fort Madison a reputation that many Iowans knew it for. Local life in the early twentieth century centered on the downtown commercial streets, the riverfront, and the churches and schools that served a community of working families. A panoramic view from that year would have shown a town still closely tied to the water and to the rail yards that moved its goods.
