Fort Madison sits on the Iowa bank of the Mississippi River in Lee County, and in 1907 its economy rested on the river and the railroads that crossed it. The Atchison, Topeka and Santa Fe line ran a major bridge over the Mississippi there, and its shops and yards employed many local men, so the rail traffic shaped daily life along the waterfront. The Iowa State Penitentiary, which had been located in town since the 1830s, was another large presence, and residents knew the city as much for the prison walls as for its steamboat landings and grain and freight warehouses. Civic life revolved around the commercial streets climbing up from the river and the churches and schools of the residential blocks above them. A river-level view like this one would have shown townspeople the working edge of a community that depended on barges, trains, and the steady movement of goods past its docks.
