Highland Park College stood in Des Moines, Iowa, in 1914, when the city was the state capital and one of the Midwest's larger insurance and railroad centers. Insurance companies, rail yards, and the packing and manufacturing firms along the lines drew workers and families to the city, and its population had grown steadily since the turn of the century. In 1907 voters had adopted a commission form of city government, which drew national attention and shaped civic debate there in the years that followed. For the students and faculty on the Highland Park campus, the college was a local institution, one of several private schools serving young Iowans who wanted a education closer to home than the state universities in Iowa City or Ames.
