Des Moines, Iowa, in 1914 was a state capital where the Des Moines River and the Raccoon River met, and the river shaped how the city grew. Insurance companies and state government were the city's main employers, and the capitol dome stood on its rise above the business district. Spring floods were a constant concern for people living on the low ground near the water, and the high water of 1913 was still fresh in many memories. Bridges and riverfront streets carried streetcars, wagons, and foot traffic between downtown and the neighborhoods across the valley. For residents, the river was both a working waterway and a reminder of how quickly it could rise.
