Des Moines in 1914 was a city of more than 80,000 people, and its government had been reorganized under a commission form adopted in 1907, which placed elected commissioners in charge of departments such as streets and police. Manufacturing, insurance and printing all contributed to its economy, and the Iowa State Fair, held on the city's fairgrounds each late summer, drew farm families from across the state to see livestock, machinery and exhibits. Streetcar lines carried residents to neighborhoods farther from the river, while the rail yards kept handling grain and hogs bound for eastern markets. When war broke out in Europe that summer, local businessmen would have watched grain and livestock prices closely, since the farm trade paid the bills across the city.
