In 1914, Des Moines was the state capital of Iowa and a rail hub where several lines met, and its economy rested on insurance companies, banking, and the trade that moved through the city's yards. The city had adopted a commission form of government in 1907, a reform that drew national attention and shaped civic debate in the years this campus view was made. Des Moines College, a small private school on the city's edge, offered classes to local young people who might not otherwise go beyond high school, and its grounds were a familiar sight to families across the capital.
