Galveston in 1911 was still rebuilding from the hurricane of September 1900, which killed thousands and wrecked much of the low-lying island. The city had responded by raising its street grade and building a massive seawall along the Gulf shore, and that work was still underway in the years around this encampment. Galveston's harbor and cotton shipments kept it closely tied to the state's commerce, and its wharves ranked among the most important on the Texas coast. An army maneuver camp on the island placed troops on open beaches facing the Gulf, a reminder that the port's position mattered to national defense as well as trade.
