Galveston in 1911 was still a port city recovering from the hurricane of 1900, which killed thousands and left much of the island in ruins, and the seawall and grade-raising work begun afterward were reshaping its shoreline. Fort Crockett, on the island's Gulf side, was an Army coastal artillery post, and the 3rd Provisional Regiment shown here was a Texas unit training in that setting. Cotton shipping and rail connections kept the harbor busy, while unrest in Mexico during 1910 and 1911 gave militia drills along the Gulf coast added urgency. Most residents knew the island first as a port shaped by its storm losses and its garrison.
