Fort Crockett, shown here in 1911, was an Army coast artillery post on the Gulf side of Galveston Island, established in the late 1890s to guard the approaches to the harbor. The island city had long been one of Texas's leading ports and a major shipping point for cotton, until a hurricane in September 1900 destroyed much of it and killed thousands of residents. Galveston responded by raising its grade, building a long seawall, and adopting a commission form of government in 1901. By 1911 the regiment stationed at the fort was a visible sign of the military presence on an island that was rebuilding its commerce and its reputation as a Gulf port.
