In 1911, Galveston was still recovering from the hurricane of September 1900, which killed thousands and left the island's business district and its cotton and shipping trade shaken. The city had since raised its grade and built a seawall, and its wharves still handled large volumes of cotton, sugar, and lumber bound for Northern and European markets. This panorama shows the 2nd Provisional Regiment drawn up at Fort Crockett, the Army coastal artillery post on the Gulf side of the island, which had been established in the late 1890s to guard the harbor approaches. Revolution across the Mexican border that year kept Texas militia and federal troops on alert, so the regiment's presence would have been a visible reminder of the state's defense concerns. Galvestonians of the period knew their island as a port city first, and the garrison was part of its economy and daily life.
