Fort Sam Houston, on the northern edge of San Antonio, Texas, was in 1911 a major army post and the seat of the Army's Southern Department, and the maneuver camp shown here was set up to train troops for the unsettled border. The Mexican Revolution had begun in 1910, and that spring Porfirio Díaz resigned, so American officers kept a close eye on the Rio Grande and on the frontier garrisons. San Antonio itself was a city of streetcars, breweries, wholesale trade, and military payrolls, and its residents had long grown used to soldiers drilling on the prairie north of town. Maneuvers of this kind brought cavalry, artillery, and supply wagons into view across open ground, and they gave the city a visible stake in the nation's defense.
