Fort Sam Houston, on the northern edge of San Antonio, Texas, was an Army post in 1918, when the United States was fully engaged in the First World War. The post served as a training and administrative center, and nearby Camp Travis was filling with draftees and newly organized units, so the city's streets and parade grounds were full of uniformed men. San Antonio was then a major railroad and military town that drew its wealth from Army payrolls, wholesale trade, cattle, and tourism around its old Spanish missions. Flag Day, observed each June 14 since President Woodrow Wilson's 1916 proclamation, gave the post a reason to assemble its soldiers and families in formal display. The view captures that wartime moment, when a patriotic holiday and the work of mobilizing an army were closely tied together in the city's daily life.
