Louisville in 1910 had roughly 220,000 residents and was the largest city in Kentucky. The Ohio River waterfront still handled freight, but the economy had broadened beyond the wharves into tobacco processing, whiskey bottling, and metalworking plants on the streets behind the river. The Louisville and Nashville Railroad kept its headquarters in town, and its tracks and freight yards cut across the south and west sides, where streetcars carried workers to their shifts. Louisvillians also knew the city for Churchill Downs, where the Derby drew crowds each spring and where the city's sporting pride was on display. Local politics in this border city were shaped by debates over race and segregation, issues that would soon bring new city ordinances.
