Galveston, Texas, in 1915 was still recovering from the hurricane of September 1900, which killed thousands and drove the city to raise its grade and build a massive seawall along the Gulf shore. The island's economy rested on its harbor, where cotton, grain, and lumber moved out through the port and wharves, and the city ranked among the largest cotton exporters on the Gulf Coast. Railroads ran onto the island over causeways and bridges, tying the port to inland markets. Galveston was also known for its Strand commercial district, its gracefully built residences, and its busy civic life, even as the rise of Houston as a rail and shipping center began to pull trade inland.
