Texas City, Texas, in 1915 was a young port on the mainland shore of Galveston Bay, platted only about two decades earlier by investors from Duluth, Minnesota, who wanted a deepwater outlet for shipping. The Gulf, Colorado and Santa Fe Railway served the town, and its wharves and rail yards handled freight moving between inland Texas and Gulf markets. Most residents earned their living from the railroad, the docks, and the farms and truck gardens of the surrounding prairie, while the town's churches, schools, and local government were still expanding with the population. A photograph dated September 28, 1915, shows a community still in its early years, well before the refineries and chemical plants that later defined its skyline.
