The first foreign trade zone in the United States opened on Staten Island in February 1937, and this silkscreen poster announces it. Under the zone's arrangement, imported goods could be stored, handled and repackaged without paying customs duties until they entered domestic commerce, a practical draw for a port where ocean liners unloaded cargo from around the world. The Federal theater Project, a unit of the Works Progress Administration, sponsored the work, and the poster names Mayor Fiorello La Guardia and Department of Docks Commissioner John McKenzie, the city officials who pushed port development forward.
