This silkscreen poster announces Foreign Trade Zone No. 1 on Staten Island, which opened on February 1, 1937, as the first such zone in the United States. Under the federal law that authorized these zones, imported goods could be unloaded, stored, and processed there without paying customs duties until they entered American commerce. The city's Department of Docks and Mayor Fiorello La Guardia promoted the port, and the design pairs ocean liners with flags to suggest the international trade it was meant to draw. It was produced by the WPA Federal Art Project in New York, one of the New Deal programs that employed artists to make public posters.
