The poster announces a milestone in shipping: the opening in February 1937 of the first foreign trade zone in the United States, on Staten Island in New York Harbor. Within such a zone, imported goods could be unloaded, stored, and handled without paying customs duties until they were moved into the domestic market. The poster names Mayor Fiorello La Guardia and Department of Docks Commissioner John McKenzie, reflecting the city's role in building the facility. Its silkscreen design, produced under the Works Progress Administration's Federal theater Project, pairs the ocean liners of the port with the commerce they carried, and its creases and tears show the wear of decades of handling.
