The poster promotes the Staten Island zone, which the title identifies as the first foreign trade zone in the United States, opened in February 1937 at the Port of New York. Such zones let imported goods be stored, handled, and processed without paying customs duties until they entered American commerce. The printed credits name Mayor Fiorello La Guardia and Department of Docks Commissioner John McKenzie, tying the piece to the city's port administration. The silkscreen was designed by Howard Sidney Coe, a Works Progress Administration poster artist who died in 1939, and its ocean liner subject reflects the busy shipping traffic the port was built to serve.
