The poster announces the opening of the first foreign trade zone in the United States, on Staten Island, which began operating in February 1937. Under the foreign trade zone idea, imported goods could be stored, handled, and processed on American soil without paying duties until they entered the domestic market, a way to pull shipping and commerce into the port of New York. The city's Department of Docks, under Mayor Fiorello La Guardia, promoted the zone, and the silkscreen design shows ocean liners, which tie it to the harbor's role as a gateway for trade. The work was produced under the Work Projects Administration's poster program, with the Federal theater Project listed as sponsor.
