Its title, "Declined with thanks," reads like a polite refusal, and the cartoon names Joseph Pulitzer, William McKinley and Carl Schurz as its subjects. Its imperialism theme places it in the 1900 election debate over whether the United States should keep territories won in the Spanish-American War, including the Philippines. The color lithograph appeared in *Puck*, the New York satirical weekly published by Keppler & Schwarzmann, in its September 5, 1900 issue, when the magazine was known for its elaborate color cartoons.
