St. Paul in 1911 spread across the bluffs above the Mississippi, with wholesale houses and factories on the river flats and brick blocks climbing toward the high ground. Streetcars carried clerks and mill hands between downtown and the newer residential streets, and the working population depended on the rail yards and freight houses that lined the river. The James J. Hill House on Summit Avenue, completed about two decades earlier, stood among the large homes of the city's merchants and bankers, and the Hill name still signaled the railroad and grain trade that moved through town. Residents knew St. Paul as the Minnesota capital, where the legislature met in the domed state capitol on its hill, and where the river, the rail yards, and the bluffs shaped daily life.
