South St. Paul, Minnesota, in 1917 was a meatpacking town built around the stockyards that the Union Stock Yards Company had opened in 1886 on the Mississippi River flats just south of St. Paul. Armour, Swift, and other packers ran large plants there, and the yards brought cattle, hogs, and sheep by rail from across the Upper Midwest for slaughter and shipment east. The town had been incorporated in 1887 and drew thousands of workers, many of them immigrants from Eastern and Southern Europe, who lived in crowded neighborhoods close to the packinghouses. In 1917, the United States was entering the First World War, and the packing plants soon turned much of their output toward military and Allied demand.
