St. Paul in 1901 was the state capital and a major rail and river city, with the Mississippi carving through bluffs and tracks running along its banks to a freight yard network serving several competing lines. Wholesale houses and jobbing firms on the lower streets shipped goods across the upper Midwest, while packing plants and stockyards in the surrounding Twin Cities region drew workers from Europe and nearby farm districts. The capitol crowned the hill above downtown, and the city's neighborhoods climbed the bluffs in a patchwork of brick and frame houses. Residents of the period knew the city first as a commercial river town, a place where grain, lumber, livestock, and manufactured goods changed hands.
