Saint Paul, Minnesota, in 1915 was a river city of roughly 230,000 people, shaped by its position on the Mississippi at the head of navigation and by its role as a rail hub for the Great Northern, Northern Pacific, Chicago Great Western, and other lines. Wholesale houses, grain and lumber interests, and a growing number of manufacturers made the downtown and the bluffs above the river busy with commerce. The city had already seen its large Union Depot and the Cathedral of Saint Paul, completed in 1915, rise on the skyline that year. Residents knew their town as the state capital and as a center of rail, banking, and insurance, and the skyline visible from the river reflected that mix of trade and civic ambition.
