Saint Paul, Minnesota, in 1915 was a river city of roughly 230,000 people whose economy rested on railroads, wholesale trade, and manufacturing along the Mississippi. The James J. Hill railroad interests and the Great Northern shaped the city's warehouses and freight yards, while breweries, printing houses, and the Twin Cities' grain and lumber trade kept downtown busy. Politics in the city during these years was shaped by the reform-minded Progressive movement, which pushed for civic improvements and better public services. Residents would have known Saint Paul as the state capital, with its gilded capitol building on the hill and its dense neighborhoods of German, Irish, and Scandinavian families climbing the bluffs above the river.
