St. Paul, Minnesota, in 1916 was a river city of roughly 200,000 people whose fortunes rested on the Mississippi, the railroads, and the wholesale trade that moved goods from its warehouses across the upper Midwest. The Great Northern and Northern Pacific both maintained major operations there, and their yards and depots linked the city to the Dakotas, Montana, and the Pacific Northwest. Steamboats, barges, and rail lines shared a working waterfront where grain, lumber, and coal arrived and flour and manufactured goods departed. Residents knew the city as the neighbor and rival of Minneapolis across the river, and they debated openly which of the two would lead the region's commerce and milling.
