Fort Crockett, shown here in 1914 with the 19th and 28th Infantry, was a coastal defense post on the Gulf side of Galveston Island, established in 1897. The 1900 hurricane had destroyed much of the city and killed thousands, and Galveston was still rebuilding when this photograph was taken, raising its streets and planning a seawall against future storms. The island's economy depended on its port, where cotton and other goods moved out by ship and rail, and the garrison added a steady payroll to local life. In 1914, with unrest along the Mexican border and the American occupation of Veracruz that April, soldiers stationed on the island were a visible reminder of national defense to its residents.
