Saint Cloud, Minnesota, in 1869 was a Mississippi River town of mills, granite quarrying, and new rail connections. The St. Paul and Pacific Railroad had reached the town the year before, linking its flour and lumber trade to the Twin Cities and the wider Midwest. Granite from nearby quarries and the river's waterpower supported a growing workforce, and the town's population was made up largely of German and other European immigrants who had come to farm and work in the mills. Ruger's bird's-eye view shows a community still tied closely to the river and the rail line that had only recently arrived.
