Saint Peter, the seat of Nicollet County, stood on bluffs above the Minnesota River in 1870. The town had been part of the territory's early story, since the first territorial legislature met there in 1849 before the capital moved north to St. Paul. The 1851 Treaty of Traverse des Sioux, which opened much of southern Minnesota to settlement, was signed nearby, and by 1870 the surrounding farms were sending grain and produce to town for sale. The state hospital for the insane, opened in 1866, gave the town a public institution that drew staff and families. This 1870 view shows a community still young, with its streets and buildings newly laid out.

| Notes | An original bird's-eye view map of Saint Peter, Minnesota, drawn in 1870. Bird's-eye view maps were drawn by travelling artists who walked a town street by street, sketching every building from an imagined vantage point in the air, then sold the finished lithograph door to door by subscription. Roughly five thousand American towns were recorded this way between the 1860s and the 1920s, and for many of them the panoramic map is the most complete picture of the place that survives.
