Pearl Harbor in 1919 was a naval anchorage on Oahu that the United States had been developing for roughly two decades. Congress had authorized dredging of the harbor entrance in 1908, and the channel and dry dock work that followed made it the principal base for the Pacific Fleet in the making. Sugar plantations dominated the surrounding island economy, and the workers who built and staffed the base came from Japan, the Philippines, Portugal, China and Puerto Rico, among other places. The yard was still expanding after the First World War, and its shops and piers were a source of steady wage employment for Honolulu-area families.
