Honolulu in 1913 was the commercial center of the Territory of Hawaii, which had been under United States control since annexation in 1898 and became a territory in 1900. Sugar and pineapple plantations drove the islands' economy, and their crops moved through the harbor on steamers that tied the city to San Francisco and the mainland. Power in the territory rested with American business interests and the federal government, while many residents were Native Hawaiian, Japanese, Chinese, Portuguese, and Filipino workers whose families had come to work the fields. The city's streets, waterfront, and rising hotels at Waikiki reflected a place that was growing quickly, and its residents were increasingly aware that the Pacific naval work at Pearl Harbor would shape their future.
