Montrose, in the Uncompahgre Valley of western Colorado, was a small railroad and ranching town in 1909, and the Gunnison Tunnel was the centerpiece of the federal irrigation project that aimed to turn its dry benchland into farms. Engineers of the U.S. Reclamation Service cut the tunnel through the rock of the Black Canyon to carry water from the Gunnison River to the valley's canals. Before that, most of the land around town was sagebrush, and the local economy depended on cattle, mining supplies, and the Denver and Rio Grande rail line. Residents watched the tunnel closely, since its water would decide whether orchards and sugar beet fields could replace open range, and the project shaped the town's growth for decades.
