London in 1909 was the capital of the largest empire the world had ever seen, and its population had passed seven million, making it the biggest city on earth at the time. The Thames carried coal, grain, timber and goods to and from docks in the East End and at Tilbury, while factories, breweries and printing houses kept much of the city at work. Electric trams and the Underground were carrying Londoners across an ever-widening built-up area, and horse-drawn buses still ran along many main streets. Politics was loud that year: the Liberal government's "People's Budget" had just been rejected by the House of Lords, and suffrage marches were a regular feature of the streets. A view of the city from this period would have shown a place of smoke, church spires and new civic building, already settling into the shape it would keep until the First World War.
