Westminster in 1909 was the political center of an empire that still spanned a quarter of the world's land. The Palace of Westminster, rebuilt after the fire of 1834, housed both Houses of Parliament, and the Liberal government under H. H. Asquith was locked in a fight over David Lloyd George's People's Budget, which the House of Lords rejected that November. Across Parliament Square stood Westminster Abbey, where monarchs were crowned and buried, and the Thames Embankment carried steam launches, horse-drawn cabs, and the first motor buses past the government offices. Londoners of the day would have known the district as the seat of Westminster's lawmakers and the scene of heated debate over taxes and the power of the peers.
