The Tower of London and Tower Bridge, photographed here in 1909, sat at the center of a city that was then the largest in the world, with London's population close to seven million people. The Thames carried a dense traffic of coal barges, cargo lighters and passenger steamers past the riverside wharves, and the docks downstream handled goods from across the British Empire. Tower Bridge, completed in 1894, was still a novelty to many visitors, its bascules raised to let tall-masted ships pass upriver. The fortress itself had long served as a royal palace, prison and armory, and by the early twentieth century it drew steady crowds to see the Crown Jewels and the grounds where Beefeaters still guarded the walls.
