Piccadilly Circus in London, 1909, was among the busiest junctions in the British capital, where Regent Street, Piccadilly and Shaftesbury Avenue met at a circular open space. By then the area had become a crossroads of theatres, shops and omnibuses, and the London County Council and the Metropolitan Police were struggling to manage the crowds of horse-drawn carriages, motor cars and pedestrians. The electric advertising signs that would later define the square were still in the future, though the district already drew theatregoers and shoppers from across the city. Londoners of the period knew the Circus as a meeting point, the place where streets from the West End converged on their way to the Empire, the Criterion and the great stores nearby.
