In 1909 the Tower of London and Tower Bridge stood at the edge of the Port of London, which handled more shipping than any other port in the world. Tower Bridge had opened in 1894, and its twin bascule halves lifted to let tall-masted vessels pass upriver toward the wharves and warehouses. The Tower, a royal fortress dating to the eleventh century, no longer served as a working royal residence. It housed an armory, the Yeoman Warders, and a popular display of the Crown Jewels that drew steady crowds of visitors. Londoners knew the pair as the gateway between the busy docks to the east and the government districts to the west.
