Pensacola, Florida, in 1909 was the seat of Escambia County and a Gulf port of roughly 22,000 people, a figure the 1910 census would soon confirm. Albert W. Gilchrist had just taken office as governor that January, and state politics that year centered on the Florida legislature's business in Tallahassee, a long day's journey away from the bayfront. Residents of the city knew it as a harbor town where ships docked at the wharves, and where the navy yard across the bay was a constant presence in local conversation. Its brick business blocks and church spires rose above streets that were still partly sand, and the people who lived there measured the year by the coming and going of vessels on the water.
