Tampa, Florida, in 1909 was a port city whose waterfront handled the shipping that kept its economy running. Cigar making was the city's best-known industry, drawing Cuban, Spanish, and Italian workers to factories in nearby Ybor City and West Tampa, and the city's nickname, "Cigar City," reflected that trade. Phosphate mined in the county moved out through the bay, and lumber and freight came in on steamers and railroad lines built or controlled by Henry Plant's system, which had already brought tourists to the grand Tampa Bay Hotel. Residents in 1909 would also have remembered that Tampa had served as a staging point for troops sailing to Cuba during the Spanish-American War little more than ten years earlier.
