Tampa in 1909 was a city of roughly 37,000 people, built largely on cigar making, phosphate shipping, and its deep-water harbor on Hillsborough Bay. Cuban and Spanish immigrant workers rolled cigars in factories concentrated in Ybor City, while the Tampa Bay Hotel, opened by Henry Plant in 1891, had by then become a symbol of the city's winter tourism and railroad connections. The Plant System and other rail lines carried phosphate, lumber, and citrus out through the port, and the Port of Tampa was steadily expanding its docks. Residents of the period knew their city as a fast-growing gateway for shipping and cigars, and the streets and waterfront visible in a view like this one reflect that commercial bustle of the Progressive Era.
